John Payne received his B.S. degree from the University of Cincinnati and his M.S. degree from Georgia Institute of Technology. In addition to his technical education, Mr. Payne is a 1996 graduate of the OPM Management Program of the Harvard Business School. Mr. Payne is a registered Professional Engineer in Ohio, Kentucky, Indiana, New York, South Carolina, and Tennessee. He is also a Voluntary Action Program Certified Professional in Ohio. Mr. Payne has been a Principal of The Payne Firm, Inc. since it was formed in 1987.
Mr. Payne has more than 25 years of experience in environmental projects, with responsibilities ranging from development of project strategy, implementation, data review, advisor to corporations and boards of directors and expert testimony. Technical expertise includes site audits, risk analysis for mergers and acquisition transactions, hydrogeologic investigations, development of remedial action alternatives, and development of RCRA and NCP project concepts and technical approaches.
Mr. Paynes primary client functions include regulatory liaison/technical negotiator for Consent Orders and technical work plans, development of environmental risk management strategies for corporate managers and officers, public information meetings, litigation technical support and expert witness services, and contract negotiations.
Mr. Payne has been a faculty member of the American Law Institute-American Bar Association (ALI-ABA) since 1988, presenting environmental courses of study to nationwide legal audiences. He has also participated in numerous programs sponsored by national and regional American Bar Association committees. He has presented environmental liabilities and risk management techniques to numerous corporations, law firms, banks, and insurance companies. Mr. Payne authored Operational Planning in a Consulting Firm which was published in ASCE Engineering Management Journal, April 1987 as well as presented it at the ASCE Management Convention in Seattle in May 1986.
Mr. Payne is a member of Chi Epsilon (Civil Engineering Honor Society), a Fellow of the American Society of Civil Engineers and American Consulting Engineers Council. Mr. Payne was also presented with the Young Engineer of the Year Ohio Award in 1981 by the Technical and Scientific Society Council of Cincinnati.
