Donald Fay received his B.S. and M.S. degrees from Miami University. Mr. Fay is a Certified Professional Geologist in Indiana, Tennessee, Kentucky and Pennsylvania. Mr. Fay has been with the Payne Firm since 1987.
Mr. Fay has over 16 years of environmental experience with responsibilities ranging from scheduling, planning, implementing, and reviewing hydrogeological, regulatory, and remediation aspects of Ohio VAP, UST, RCRA, and Phase I-II assessments.
Mr. Fay has performed and managed environmental site assessments, hydrogeological assessments, remedial investigations, and Phase I site assessments. Mr. Fay also has experience in regulatory compliance reviews, including air and hazardous and solid wastes; PCBs, SARA, storm water and wastewater issues; design, implementation and interpretation of aquifer tests; technology screening and conceptual design of soil and ground water remediation systems; and environmental cleanup cost and time estimates based on risk assessment or other applicable standards and anticipated regulatory requirements. Mr. Fay's field expertise includes soil gas surveying, borehole logging, monitor well construction, sampling protocols, and analytical laboratory data validation and interpretation. He has significant knowledge of various state and federal environmental laws and regulations, including investigation, remediation and reporting requirements associated with underground storage tanks, RCRA, NCP, CWA, SDWA, and voluntary action programs.
Mr. Fay is a member of Sigma Xi Scientific Research Honorary, National Ground Water Association, Association of Ground Water Scientists and Engineers, and Geological Society of America.
