Second Opinion Technical Expertise
Because of our acknowledged expertise and proven track record, The Payne Firm is often called upon to provide an objective second opinion for companies engaged in an ongoing environmental project. Sometimes, these evaluations involve additional research; other times, they involve a technical review to provide fresh ideas.
Regardless of the detail required or the scope of the project, The Payne Firm has a diverse range of technical experts that are prepared to offer these second opinion evaluations. We can assess potential cost implications; provide technical comments and recommendations; inform you of potential vulnerabilities; and even provide technical representation and advocacy at meetings. As a result, you will be in position to make better decisions and enjoy better outcomes as you manage your environmental responsibilities.

Provided documents were reviewed by the Payne Firm on an accelerated schedule to assess potential cost implications and associated probabilities for a potential property transaction involving two manufacturing sites. A minimum significant potential cost exposure criterion was utilized to evaluate existing known exposures and to identify whether other compliance or contaminant issues may be present. Applicable federal and state regulatory frameworks were reviewed during the course of the assessment. Late-breaking information was quickly incorporated into the work product, which consisted of brief summary tables and a targeted cover letter for key issues.

The Payne Firm is providing the client with technical expertise and review during an on-going comprehensive remedial investigation/feasibility study (RI/FS) that is being performed by an independent contractor at two plant sites owned and operated by the client. The Consent Order mandating the completion of the RI/FS by an independent environmental contractor, involves three parties: the Ohio EPA, the client, and a local citizens group. The Payne Firm has provided technical comments and recommendations to submittals prepared by the independent contractor, informed the client of potential vulnerabilities and cost impacts, and provided technical representation and advocacy for the client at agency meetings concerning the scope and results of the RI/FS.

The Payne Firm provided a second technical opinion for the client during an on-going assessment ground water monitoring program that has been undertaken at one of its closed RCRA landfills in southeastern Indiana. The technical review included an evaluation of the site hydrogeology, and the on-going ground water sampling, statistical analysis, and risk assessment programs the have been implemented during the assessment monitoring period. The review culminated in the preparation of a comprehensive decision tree which informed the client of potential options, and the probabilities of certain occurrences (e.g. chances of agency acceptance) and potential cost ramifications for each option.
