Phase I Environmental Site Assessments
The Payne Firm has completed numerous Phase I Environmental Site Assessments in accordance with ASTM Standard E1527 and transaction screens per ASTM Standard E1528. These have included pre-acquisition and pre-divestiture assessments of undeveloped, commercial, and complex industrial sites both nationally and internationally. We have also performed Phase I Assessments in accordance with Ohio EPA Voluntary Action Program (VAP) and other state voluntary standards. Pre-acquisition assessments were completed as part of a $24 billion merger at over 50 radio tower and studio locations throughout the United States. Some of the locations were so remote, access was available only by helicopter.

Comprehensive pre-acquisition Phase I's were completed on large office complexes for institutional investor with zero risk tolerance. In addition to historical information, the assessments included indoor air quality, asbestos, lead paint, lead in drinking water, wetlands, radon, HVAC, surface water and soil sampling, and a regulatory compliance review.
Industrial Manufacturing Company, Multiple Sites across U.S. and Canada
Pre-divestiture Phase I assessments were conducted at operating truck repair facilities from New York to California, Ontario and Alberta. Limited Phase II sampling and assessments of operational compliance were also included.
Industrial Manufacturing Company, Florida
A pre-divestiture Phase I assessment was completed on an operating fiberglass manufacturing facility located on a former naval air base. The assessment included Phase II sampling and detailed review of sampling data to separate facility contamination from impacts associated with military use.
