Asbestos, Lead and PCB Investigation and Abatement
The Payne Firm has more than a decade of experience in investigating and remediating instances of asbestos, lead and polychlorinated biphenyl (PCB).
Asbestos
Our staff includes certified asbestos evaluation and abatement specialists and a long list of successful asbestos projects. Payne Firm personnel are Ohio Certified Asbestos Hazard Evaluation Specialists and Ohio Certified Asbestos Hazard Abatement Specialists.
For example, Payne Firm personnel conducted a comprehensive asbestos inspections of an industrial facility in Ohio (2 buildings, 750,000 square feet) prior to demolition. A report was developed which specified the location, quantity and condition of all asbestos-containing materials present. The Payne Firm developed technical abatement specifications, assisted in the bidding process, and provided on site project management services for a large-scale removal project. The building was in a high profile location and the project was successfully completed on time and under budget.
Additionally, Payne Firm personnel conducted comprehensive materials inspections of all buildings located at a university campus in Ohio (105 buildings, 5.3 million square feet). Individual reports were developed for each building that identified, on a room-by-room basis, the location, condition and quantity of all asbestos-containing materials present. The project was performed over a sixteen month time period.
Lead-Based Paint and Lead-Contaminated Soil
We also have vast experience in lead paint and lead-contaminated soil. Lead-based paint inspections are conducted in accordance with the HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing. Payne Firm personnel are Ohio Certified Lead Risk Assessors and have x-ray fluorescence (XRF) Factory Training Certificates.
The Payne Firm incorporates the use of x-ray fluorescence (XRF) machines and sampling to determine the presence of lead-based paint. Payne Firm personnel have used XRF machines in industrial settings to determine regulatory requirements and proper work practices prior to renovation or demolition activities. Payne Firm personnel have also conducted lead-based paint inspections for local HUD housing authorities and for companies performing XRF research projects for the Department of Health. Inspection reports are developed which specify the testing location, component tested, condition of paint and XRF reading(s). Samples of the suspect lead-based paint are collected, as needed, to confirm XRF readings or at the request of the client.
Polychlorinated Biphenyls
The Payne Firm has been directly involved in numerous polychlorinated biphenyls (PCBs) identification, sampling and remediation projects over the last thirteen years.
For example, The Payne Firm conducted PCB investigation and sampling at an industrial site in Kentucky according to the USEPA Field Manual. When PCB contamination was discovered, the Payne Firm prepared remediation specifications, provided project oversight and confirmatory sampling (wipes and/or soil samples), to document the level of cleanup activities.
